Some of the changes the superintendents will propose are based on recommendations in their comprehensive education reform plan Educational Reform in Virginia: Blueprint for the Future of Public Education. The changes include: incremental increases in VRS rates using long-range targets; greater flexibility in school day and school year scheduling; five years instead of three years probation for new teachers; and the use of multiple measures of student achievement instead of one standardized test.
